Subject: Assignment of NPA 533 for Personal Communications Services (PCS)

This Planning Letter supersedes PL-382, dated November 3, 2008.
Section 9.3 of the Personal Communications Services (5YY) NXX Code Assignment Guidelines requires NANPA to notify the industry six (6) months prior to the exhaust of the PCS 5YY resource (presently the 500 NPA) and that the next PCS 5YY NPA code will be available after 100% of the assignable 500 codes are assigned.
As of August 14, 2009, there are 65 500 NXXs available for assignment. From January 1 through August 14, 2009, NANPA assigned 90 codes. Over that same time period, 15 codes were reclaimed or returned.
Based upon the available supply of 500 NXXs and the forecasted demand as provided via the August 2009 Number Resource Utilization and Reporting (NRUF) submission cycle, up to and including all NRUF forecasts on file as of August 14, 2009, the 500 resource is projected to exhaust in the second half 2009.
The Industry Numbering Committee (INC) has agreed that the 533 NPA will be used to relieve the 500 NPA. NANPA will continue to keep the industry posted on the current supply of 500 NXXs and when assignments from the new 533 NPA will commence.
The 500 NPA is a non-geographic Service Access Code (SAC) used for personal communications services. As stated in the PCS (5YY) NXX Code Assignment Guidelines, personal communication service is a set of capabilities that allows some combination of personal mobility, terminal mobility, and service profile management. It enables each personal communication service user to participate in a user-defined set of subscribed services, and to initiate and/or receive calls on the basis of some combination of a personal number, terminal number, and a service profile across multiple networks at any terminal, fixed or mobile, irrespective of geographic location.
